In 1962, the first Prime Minister of the nation, Tunku Abdul Rahman, proposed that the existing Hutchings School be used for the construction of the Penang museum. The school was the premise of the Penang Free School where he and many leading citizens of the country had been pupils. In the following year, a work committee was formed to oversee the realization of the project. The receipt of artifacts and reconstruction of the school building were proceeding smoothly by July 1964. The Museum was officially opened on 14 April 1965. An art gallery was added to the Museum in the same year.
The museum has 8 oil paintings by the famous painter Captain Robert Smith. It also has maps, charts and memorabilia used by Tunku Abdul Rahman.
